So who exactly is the creator of Chiaki and Usami? Is it Chihiro himself or is it Alter Ego?

I would guess it was Alter Ego together with the survivers of the frist game, but since we don´t have much info on the time between dangan 1 and 2 we´ll have to wait for another episode to draw more conclusions.
P.S.: From what I´ve seen so far Shirokuma seems to have a characteristic resemblence too Usami so it could also be that the caracters of the new game were involved in creating them.
